Proposal Letter

Proposal Topic: Campus Bus Stop Inconvenient & Lack of Security
     For many students, riding the public buses to and from the University of Hawaii at Hilo (UHH) will be their only option. Some of these students are enrolled in after hour classes (between 4:30-8pm) and will have to be at the campus bus stop in the evening hours waiting for the bus. Currently, the campus bus stops are located in front of the old gym on the Kapiolani Street. The bus schedule provided by UHH is as followed:

• The last bus back to campus from Prince Kuhio Plaza is at 9:18 PM (M-F).
• The last bus back from Downtown is at 9:00 PM (M-F).
• The last bus back from Keaukaha is at 4:35 PM (M-F).
There are now 34 buses that stop at UH on Saturdays.
• The last bus back to campus from Prince Kuhio Plaza is at 7:05 PM (Sat).
• The last bus back from Downtown is at 7:30 PM (Sat).
• The last bus back from Keaukaha is at 3:35 PM (Sat).

*Saturday bus schedule is added to the above schedule for the students who live on campus or at the student housing (ASH), who ride the buses to get around.

     Many students have complained that the current campus bus stop is too far and also is lacking security. In previous years, there used to be a campus bus stop located in front of the campus center plaza, but according to information from the UHH "it was discontinued due to construction projects...[some] construction projects will take two more years to complete". This means that we do not know when the campus bus stop will be brought back to the front of the campus center plaza.
Upon observation of the current campus bus stops, I found that there are no security cameras installed in the area to keep watch on the activities that are taken place in this area to ensure the students safety while waiting for the buses. I also noticed that there are no emergency call boxes to use in case of an emergency or a telephone where students or faculties could use to call 911 for emergency purposes. According to the UHH webpage, under crime awareness and campus security it stated that "the University has dispersed throughout the campus (yellow) emergency call boxes and blue light telephones for student and faculty use in the event of an emergency and/or the need for assistance", but this area does not have these type of emergency access. Moreover, the lightings are very poor, which makes the area very "spooky" at night.

     If the campus bus stop cannot be brought back to its previous location (in front of the campus center plaza) due to ongoing constructions, then there should be other solutions on how to make the current campus bus stop more convenient and safe for the students and/faculty. There should be a security post/station in the area, where a security guard could keep watch after 4:30pm-the last bus service to UH Hilo (M-Sat.). After the last bus to UH Hilo leaves, then the security guard can go back to his/her original assigned post/station and do his/her routine campus patrols. There should also be emergency call boxes and a phone booth installed, immediately, at this are, including security cameras.

    I agree with your proposal, the campus bus stop and security need to improve. I didn't realize that they don't prepare a emergency call box. It's dangerous and they have to think more seriously.

  3. I agree with the need for more security on campus. I think currently it has beefed up more than in the past and it has improved but I think still potential the need to make campus perhaps more safe during the evening hours. Exspecially since there are a lot of people who utilize the UH fascilities and dont really pay for any of it.

  6. I agree. I have been the new bus stop at night, it wss pretty much dangrous. I think the security of students should be the first thing.

  7. I do agree with this post. For the purpose of convenient and safety, the bus stop should be relocated again to the front of campus center. It will be much safer because there is a security station right across the old location for the bus stop.Moreover, from previous experiences I feel much safer using the old location than the new one because it is right on campus. When the bus comes at its latest arrival, you feel safe because you know that there will be students still on campus at that hour. Unlike the new location, you tend to feel scared because there is almost nobody at the area at those time of hours. So, if not relocate then maybe put security guards to guarantee safety.
